Types of Emergency Housing Assistance for Single Mothers


There are many different types of emergency housing assistance for single mothers. These can include temporary housing, transitional housing, and permanent supportive housing. Emergency Solutions Grant (ESG) Program


The Emergency Solutions Grant (ESG) Program provides financial assistance to state and local governments, nonprofit organizations, and private sector businesses to develop and operate programs that provide temporary housing and homeless prevention services for single mothers and their children. The ESG program is funded through the U.S. Department of Housing and Urban Development's Office of Community Planning and Development.


In Fiscal Year (FY) 2017, HUD awarded a total of $181 million in ESGs. The majority of these funds - $154 million - went to state-level programs. In FY 2018, HUD awarded a total of $178 million in ESGs. To date, the program has supported over 6,000 homeless prevention programs nationwide.


Single mothers are the primary beneficiaries of the ESG program because they are more likely than any other population group to experience housing instability and homelessness. Homelessness among single mothers has increased by more than 300 percent since 1990, while the number of families experiencing housing instability has increased by more than 400 percent during that same period.


Emergency Shelter Program


The City of Philadelphia offers a number of resources to help families during an emergency. The Emergency Shelter Program provides temporary housing and assistance with food, clothing, and utilities to individuals and families who are facing an emergent need. Families can apply for assistance through the Department of Human Services or the City’s Department of Behavioral Health and Intellectual Disabilities. Families who are homeless or at risk of becoming homeless are automatically eligible for shelter.


The Emergency Shelter Program operates two shelters: the Homeless Veterans Affairs Supportive Living Center (HVASC) and the Open Door Shelter. HVASC is open 24 hours a day, seven days a week, providing housing to veterans and their families who are experiencing homelessness or at risk of becoming homeless. The Open Door Shelter provides evening and weekend shelter to individuals and families who are experiencing homelessness or at risk of becoming homeless.


There is also a special program for pregnant women and new mothers called Safe Place for New Mothers (SPNM). SPNM provides overnight shelter for single mothers who have their child in tow. The program is designed to provide a safe place for mothers to stay while they get their life back together.
